8. The Manpower Model

This section provides a brief description of the distribution of the work needed to perform queued observing at CFHT. The queued observing programme will be carried out by a queued observing team. This will be lead by a programme coordinator who will draw on the resources of the CFHT Astronomy Dept. for the manpower necessary to perform the following tasks.

8.1. Proposal review and run preparation

8.1.1. Tier 1 proposals

The Tier 1 proposal, while superficially the same as the current CFHT proposals, will contain more precise programme feasibility description than is currently the norm. The TAC will allocate a fixed amount of I-time to each programme. In order to ensure an appropriate allocation, the investigator must fully describe the needs of his programme.

The Tier 1 proposals will undergo technical review at CFHT, exactly as for classical proposals.

8.1.2. Tier 2 Proposals

Tier 2 proposals will be individually examined for correctness, technical feasibility and logistic feasibility. Some iteration with the investigators may be required to settle on an appropriate observing programme for each scientific programme. The team coordinator will normally have authority to approve or deny any aspect of each programme. In the case of irreconcilable disagreement between the team and the investigator, the director of CFHT will adjudicate.

8.2. During the run

The queued programme itself is executed by the following people:

Summit Observer(s) - one or more personnel, in addition to the observing assistant, present at the summit to run the telescope, instrument and data acquisition system.

Waimea Observer(s) - one or more personnel, present at CFHT headquarters in Waimea, to identify each programme group to be observed and to evaluate the condition of the data as it comes in.

Queued Observing coordinator - the team leader, present and on a day schedule in Waimea:

organises each night's observing during the preceding day, in conference with the observers, the summit and Waimea support staff and, when necessary, the programme investigators.
interacts with investigators to keep them informed of the progress of observations in their programme
has authority to return observations to the queue if they are found to be substandard.
has authority to suspend a programme from the queue or to resubmit an editted programme under the circumastances that it is found not to be feasible after it has been started. The Director of CFHT - is the final authority in the case of unresolved conflict between the queued programme team and an investigator.
