I visited USM Munich recently - the group that built the VST camera.
The rumours there were that they don't expect VST ever to operate,
since the delays are so great that other surveys will have done what
VST is aiming to do.
Now, I don't really have an opinion on whether that's true or not,
but I would second the idea to phrase the proposal in a way that it
can't be sunk by a referee saying "but VST is never going to happen".
