Here is the CFHT SAC large program recommendation, with a caution. It is
a fairly sensible process so we should give it a try I think.

Be careful though that those are SAC recommendations... and the Board could have
some changes in mind ;)

By the way, the call for proposals is being prepared. More on thislater in the
month.
