Unlike the optical and near-infrared telescopes that require a dark sky during the night to observe the Universe, radio telescopes do not abide such constraints and can observe under almost any conditions. The sub-millimetric telescopes can also observe during the day, though they are very dependent on dry air: too much moisture in the atmosphere will blot out the sub-millimetric radiation emanating from space.
